Regulations on the Scientific Council of the Archive of the President of the Republic of Kazakhstan

1. General provisions
1.1. The Scientific Council of the Archive of the President of the Republic of Kazakhstan is an advisory body for collegial consideration of scientific and reference-information products of the Archive.
1.2. The Scientific Council in its activities is guided by the laws of the Republic of Kazakhstan, the Regulations on the Archive and these Regulations.
1.3. The Scientific Council includes executives and specialists of the Archive, representatives of state archives, scientific institutions and higher educational institutions of the Republic of Kazakhstan.
1.4. The Chairman of the Scientific Council is the Director of the Archive.
1.5. The Regulations on the Scientific Council and its members are approved by the Director of the Archive.

2. Objectives
2.1. Consideration of the topics of scientific work performed by the Archive on archival science, archeography, records management and the modern history of Kazakhstan.
2.2. Development and adoption of recommendations for determining priority areas in research and scientific publishing activities of the Archive, implementation of the results of completed research and work.

3. Functions
3.1. Discussion of projects of the concept of research and scientific publishing activities of the Archive, long-term and annual plans in this area of work, programs of scientific and theoretical conferences.
3.2. Consideration of plans-prospectuses of documentary collections and reference-information publications, their manuscripts, thematic-exposition plans of exhibitions, reports on completed research works.

4. Rights
4.1. Listen to the information of the heads of the topics being developed on the progress of work, discuss the manuscripts of the products being prepared for publication, recommend them for publication.
4.2. Receive from archival and other scientific institutions opinions, feedback and suggestions on issues related to the competence of the Scientific Council.
4.3. Conduct joint meetings with scientific and advisory bodies of archival and other scientific institutions.
4.4. Nominate scientific works of the Archive for competitions and competition for prizes.
4.5. Engage experts to consider individual issues.
4.6. Monitor the implementation of decisions of the Scientific Council.

5. Work organization
5.1. The activities of the Scientific Council are completed in accordance with the work plan.
5.2. Meetings of the Scientific Council are convened as needed.
5.3. Decisions are made by a majority of votes in the presence of at least half of the members of the council present, dissenting opinions are recorded.
5.4. Meetings of the Scientific Council are documented by the minutes, which are signed by the chairman and secretary of the Scientific Council. Extracts from the minutes, decisions, resolutions of the meetings of the Scientific Council are sent, if necessary, to interested persons and institutions.
5.5. The materials considered at the meetings of the Scientific Council are prepared by the Archive Departments, as well as by institutions and organizations represented in the Scientific Council.
5.6. The materials for discussion at meetings of the Scientific Council are submitted by the executive officers to the Secretary of the Council 20 days before the meeting. The agenda and materials presented to the Council are sent by the secretary to the members of the Council no later than one week before the meeting.
