Mustafina Aliya

By Order of the Head of State dated February 18, 2022, Ms. Aliya Khusainovna Mustafina was appointed Director of the Archive of the President of the Republic. As of January 2025, she has been included as a member of the National Kurultai under the President of the Republic of Kazakhstan.

Aliya Khusainovna holds higher education degrees in several fields of study. She graduated from A. Baitursynov Kostanay State University, the Eurasian Humanities Institute and the Financial Academy. She holds a Candidate of Historical Sciences degree (thesis: “History of the Informatization of Archives of Kazakhstan (1991–2020)”, Russian State University for the Humanities, Moscow, 2023).

She began her professional career in 2002 as a Leading Specialist of the Committee for Archives and Documentation Management of the Ministry of Culture, Information and Public Accord of the Republic of Kazakhstan.

In 2004-2008, she served as Chief Specialist and Head of Division of the Committee for Information and Archives of the Ministry of Culture and Information of the Republic of Kazakhstan.

In 2008-2012, she held the position of Head of the Administrative Work Department of the Committee for Culture of the Ministry of Culture and Information of the Republic of Kazakhstan.

In 2012 to 2014, she headed the Human Resources Management Service of the Academy of Public Administration under the President of the Republic of Kazakhstan, and in 2014-2018, she led the Department of Archival Affairs and Documentation of the Ministry of Culture and Sports of the Republic of Kazakhstan.

From 2018 to 2022, she served as Deputy Director of the Archive of the President of the Republic of Kazakhstan, and since February 2022, she has been heading this institution.

Since 2020, Aliya Khusainovna has been a member of the Assembly of the International Institute for Archival Science in Maribor and Trieste (IIAS). Since March 2025, she has been a member of the Editorial Board of Comma, a journal published by the International Council on Archives (ICA), as well as Editor-in-Chief of the scientific and methodological journal “Zhana Archive” of the Archive of the President of the Republic of Kazakhstan.

Aliya Khusainovna is the co-author of the book “Essays on the History and Organization of Archival Affairs in Kazakhstan (1991–1997)” and the author of more than 30 scholarly articles on archival studies and records management.

She has been awarded the medals “For Distinguished Labor”, “30 Years of the Constitution of the Republic of Kazakhstan”, as well as the Order of Qurmet.”

Alimgazinov Kairat

On 25 January 2025, by order of the Director of the Archive of the President of the Republic of Kazakhstan, and in coordination with the Head of the Chancellery of the President of the Republic of Kazakhstan, Kairat Shakarimovich Alimgazinov was appointed Deputy Director of the Archive of the President of the Republic of Kazakhstan.

He graduated from the Faculty of History of Al-Farabi Kazakh National University in 1996. From 1996 to 1999, he pursued full-time postgraduate studies in History. In 2001, he defended his Candidate of Historical Sciences (PhD equivalent) dissertation, in which he was the first to apply methods of quantitative analysis and modeling of historical processes (Kendall’s and Spearman’s rank correlation coefficients) to the study of complex historical texts.

In 2010, he defended his doctoral dissertation entitled “Electronic Historical Source: Theoretical and Methodological Aspects and Technology of Source Analysis.”

He is the author of sections of the five-volume academic edition “History of Kazakhstan from Ancient Times to the Present Day,” as well as scholarly monographs, historiographical and methodological essays, reference and methodological publications, popular science works, and studies in archival science and archaeography.

He served as a member of the Interdepartmental Working Group on the Study of National History and of the State Commission for the Full Rehabilitation of Victims of Political Repression in Kazakhstan. Since 2009, he has been a member of the international association History and Computing. In 2017, he completed the International Visitor Leadership Program (IVLP) of the United States Department of State.

From 2000 to 2013, Kairat Shakarimovich taught at Al-Farabi Kazakh National University, UIB, and Abai Kazakh National Pedagogical University, progressing from assistant lecturer to Associate Professor of the Department of Social Sciences and Humanities.

Since 2009, he has served as Editor-in-Chief of the information and analytical journal “Deloproizvodstvo” and is a member of the editorial boards of leading academic journals in history, archival science, and records management. He is also a member of the Methodological Council of the Ministry of Culture and Information of the Republic of Kazakhstan on archival affairs and documentation, as well as of the Dissertation Council of Abai Kazakh National Pedagogical University.

Since 2013, he has been working at the Archive of the President of the Republic of Kazakhstan, where he has successively held the positions of Chief Expert, Head of Department, Chief Research Fellow, and Head of Center.

He currently oversees the Service for the Organization and Appraisal of Archival Fonds, the Center for Scientific and Applied Research, and the Service of Digital Technologies and Innovations.












Shailazimov Bakhytkhan

Shailazimov Bakhytkhan

On 16 October 2023, by order of the Director of the Archive of the President of the Republic of Kazakhstan, and in coordination with the Head of the Chancellery of the President of the Republic of Kazakhstan, Shailazymov Bakhytkhan Dzhaldybaevich was appointed Deputy Director of the Archive of the President of the Republic of Kazakhstan.

He graduated from Abai Almaty State University in 2002 with a degree in International Law, obtaining the qualification of lawyer. In the same year, he completed training at the university’s military department and was awarded the rank of Reserve Lieutenant of the Republic of Kazakhstan.

He is a graduate of the International Visitor Leadership Program (IVLP) of the United States Department of State (2017). In 2019, he completed the Records and Archives Management Program (RAMP NAK) of the National Archives of Korea. In 2025, he obtained a Master’s degree in Enterprise Economics from L.B. Goncharov Kazakh Automobile and Road Institute.

He began his professional career in 2002 as a lawyer at LLP “Special Eurasian Deliveries.” In 2004, he entered public service, working as Chief Specialist–Lawyer at the Department of Sanitary and Epidemiological Supervision of Almaty.

In 2006, he was appointed Assistant to the General Director of the joint-stock company “Baiterek” under the National Space Agency of the Republic of Kazakhstan. In 2007, he worked as an inspector at the Public Service Center of the Bostandyk District of Almaty.

From 2008 to 2009, he headed the Department of Industrial and Innovative Development and subsequently the Department of Legal and Organizational Affairs of the Entrepreneurship and Industry Administration of the city of Almaty.

He began his career at the Archive of the President of the Republic of Kazakhstan in 2009 as an expert of the Department for the Organization of Document Use. From 2011 to 2013, he served as Chief Expert of the Department of Archival Technologies, and from 2013 to 2022 he headed this department. Between 2022 and 2023, he held the position of Head of the Engineering and Maintenance Service.

He currently oversees the Service for Preservation and State Registration of Archival Holdings, the Service for Finance, Accounting and Public Procurement, as well as the Service for Records Management Support and Human Resources.

Abdukadyrova Jamilya

On 7 March 2025, by order of the Director of the Archive of the President of the Republic of Kazakhstan, and in coordination with the Head of the Chancellery of the President of the Republic of Kazakhstan, Abdukadyrova Dzhamilya Yusupzhanovna was appointed Deputy Director – Director of the Branch of the Archive of the President of the Republic of Kazakhstan.

She graduated from Turan University with a degree in Law.

She began her professional career in 1999 as an Inspector of the Human Resources Department at JSC “Academy of Fashion ‘Symbat’.” From 2000 to 2003, she worked as a secretary and records manager at Secondary School No. 39 in Almaty.

Since 2003, her professional career has been closely connected with the Archive of the President of the Republic of Kazakhstan. Until 2013, she advanced from specialist, leading specialist, and chief specialist to Head of the Department for Acquisition and Documentation.

She subsequently served as Head of the Department for Acquisition and Documentation (2013–2014), Head of the Department for Preservation and State Registration of Archival Fonds (2014–2015), and Deputy Director (2015–2018).

From August 2018 to February 2022, she held the position of Director of the Archive of the President of the Republic of Kazakhstan.

She currently oversees the activities of the Archive’s branch in the city of Almaty.
