Mustafina Aliya
By Order of the Head of State dated February 18, 2022, Ms. Aliya Khusainovna Mustafina was appointed Director of the Archive of the President of the Republic. As of January 2025, she has been included as a member of the National Kurultai under the President of the Republic of Kazakhstan.
Aliya Khusainovna holds higher education degrees in several fields of study. She graduated from A. Baitursynov Kostanay State University, the Eurasian Humanities Institute and the Financial Academy. She holds a Candidate of Historical Sciences degree (thesis: “History of the Informatization of Archives of Kazakhstan (1991–2020)”, Russian State University for the Humanities, Moscow, 2023).
She began her professional career in 2002 as a Leading Specialist of the Committee for Archives and Documentation Management of the Ministry of Culture, Information and Public Accord of the Republic of Kazakhstan.
In 2004-2008, she served as Chief Specialist and Head of Division of the Committee for Information and Archives of the Ministry of Culture and Information of the Republic of Kazakhstan.
In 2008-2012, she held the position of Head of the Administrative Work Department of the Committee for Culture of the Ministry of Culture and Information of the Republic of Kazakhstan.
In 2012 to 2014, she headed the Human Resources Management Service of the Academy of Public Administration under the President of the Republic of Kazakhstan, and in 2014-2018, she led the Department of Archival Affairs and Documentation of the Ministry of Culture and Sports of the Republic of Kazakhstan.
From 2018 to 2022, she served as Deputy Director of the Archive of the President of the Republic of Kazakhstan, and since February 2022, she has been heading this institution.
Since 2020, Aliya Khusainovna has been a member of the Assembly of the International Institute for Archival Science in Maribor and Trieste (IIAS). Since March 2025, she has been a member of the Editorial Board of Comma, a journal published by the International Council on Archives (ICA), as well as Editor-in-Chief of the scientific and methodological journal “Zhana Archive” of the Archive of the President of the Republic of Kazakhstan.
Aliya Khusainovna is the co-author of the book “Essays on the History and Organization of Archival Affairs in Kazakhstan (1991–1997)” and the author of more than 30 scholarly articles on archival studies and records management.
She has been awarded the medals “For Distinguished Labor”, “30 Years of the Constitution of the Republic of Kazakhstan”, as well as the Order of “Qurmet.”

Karibzhanova Roza
She oversees methodological, scientific, informational, and methodological guidance of archival activities, conducts research on current issues in domestic records management and archival science; ensures planning, organization, and administrative management of strategic development, research activities, and monitoring of the effectiveness and efficiency of research projects.
She organizes the implementation of applied and research projects in the areas of acquisition, preservation, and use of documents of the National Archival Fund of the Republic of Kazakhstan; carries out information and analytical work with the Archive's documents; conducts analysis of the legislation of the Republic of Kazakhstan in the field of archival affairs and documentation, and develops proposals for its improvement.
She ensures the establishment of partnerships with archival institutions of the Republic of Kazakhstan and foreign countries, as well as with international archival organizations; collaborates with partners to promote the Archive’s scientific and educational projects.
She organizes the publication of the scientific and methodological journal Zhana Arkhiv (New Archive); manages the Archive’s informational and public outreach activities to promote and raise awareness of documents, including monitoring and analyzing public demand for information through digital platforms (the Internet).
She monitors the timeliness and quality of the Archive’s scheduled activities and oversees the updating and content development of the Archive's website.
She supervises the Archival Information Provision Service, the Сenter for Educational projects and International Cooperation, and the Press Service.

Shailazimov Bakhytkhan
He organizes the work related to the transfer of documents to state storage, the state registration of documents of the National Archival Fund of the Republic of Kazakhstan in various formats, and ensures their long-term preservation. This includes preventive, conservation, and restoration work to maintain and improve the physical condition of archival documents, as well as the creation of the State Insurance Fund on microforms and the user access collection on digital media.
He manages the organization of the Archive’s administrative, logistical, and financial-economic activities, including public procurement of goods, works, and services, and monitors compliance with budget legislation and public procurement regulations. He ensures the material and technical support for the Archive’s operations, the uninterrupted functioning of engineering and technical systems, as well as security and fire protection systems and access control procedures.
He acts as the Director of the Archive during their absence and serves as the head of the Archive’s civil defense operations.
He oversees the Service for Preservation, Registration, and Digitization of Archival Documents; the Finance, Accounting, and Public Procurement Service; and the Engineering and Maintenance Service.

Abdukadyrova Jamilya
She oversees the acquisition of archival materials in various formats for the Archive, coordinates the work of records management services and departmental archives of contributing organizations, and ensures the implementation of joint activity plans for the development of documentation practices and departmental document storage.
She is responsible for preparing, maintaining, and coordinating with the authorized body the list of organizations and individuals that serve as sources of acquisition for the Archive. She organizes practical support and methodological guidance in the formation of the personal archive of the President of the Republic of Kazakhstan.
She conducts the registration (passportization) of departmental archives of contributing organizations and assesses the state of documentation practices. She also prepares and coordinates, through the Archive’s Expert-Verification and Methodological Commission, regulatory and other documents on archival affairs and records management.
She organizes the reception and transfer of documents from the special state archives of the Ministry of Internal Affairs, the National Security Committee, and the Prosecutor General's Office of the Republic of Kazakhstan, oversees their declassification and introduction into scholarly circulation, and manages archival support for the work of the State Commission on the Full Rehabilitation of Victims of Political Repressions in Kazakhstan.
She ensures the timely and high-quality execution of social, legal, and thematic requests, processes citizens' inquiries, and oversees the operation of the Archive’s Reading Room and Library, as well as the promotion of documents from the National Archival Fund of the Republic of Kazakhstan through exhibitions and other public events.
She manages the development and maintenance of consolidated planning and reporting documentation for the Archive’s core activities and serves as Chair of the Archive’s Expert-Verification and Methodological Commission.
She oversees the Document Acquisition Service, the Center for the Study of Materials on 20th-Century Political Repressions, and the Service for the Use of Archival Documents.
